分区无法格式化？/dev/sda2 is apparently in use by the system; will not make a filesystem here!

[root@fedora7 home]# df -h
文件系统              容量  已用 可用 已用% 挂载点
/dev/sda1              29G   16G   12G  58% /
tmpfs                1009M     0 1009M   0% /dev/shm
/dev/sda5              95G   65G   26G  72% /myPart1

[root@fedora7 home]# mkfs.ext3 /dev/sda2
mke2fs 1.39 (29-May-2006)
/dev/sda2 is apparently in use by the system; will not make a filesystem here!
[root@fedora7 home]# fuser -v /dev/sda2

[root@fedora7 home]#

 /dev/sda2分区已经卸载了，未使用状态，但分区却无法格式化?为什么呢？
