KB2919355下载：Windows RT 8.1、Windows 8.1 和 Windows Server 2012 R2 更新：2014 年 4 月 (microsoft.com)
KB2999226下载：
https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows
重启后安装：
vc_redist下载：最新支持的 Visual C++ 下载 (microsoft.com)
另外，保证Windows Installer开启状态
Check if the Windows Installer service is started and set to Manual.
Follow the below steps for the same:
- Press Windows + R keys from the keyboard to open Run command.
- Type services.msc in the search box and press Enter.
- Search for the Windows Installer service
- Make sure the Start-up type is Manual.
